Most religions have a modesty standard, a modesty culture, certainly the main three. Judaism doesn’t have a rape culture, Christianity doesn’t have a rape culture, and Islam (when not overtaken by Islamists, and ran by moderates) doesn’t have a rape culture.

Asian religions and philosophies have modesty standards, and modesty culture, but many do not have a rape culture.

Secular societies have modesty standards, modesty culture, and not a rape culture.

To be sure, what constitutes modesty is different in each culture, but many, if not all, have an ideal of what is modest and how to be modest, and most, if not all, do not create rape cultures.
