Medical treatment is not a right. Medical treatment comes from the products and skills of other people. If you are referring to abortion as “medical treatment” then yes they can, because they are obligated to preserve the right to life of the other human, the life that is terminated in abortion. As far as normal medical treatment, the state isn’t going around denying access to normal medical care.
