Things are even harder when you look at the Virginia constitution, from a month before the American constitution:

"a well regulated Militia, composed of the body of the people, trained to arms, is the proper, natural, and safe defence of a free State."

But Virgin is also obtuse. Why would they use well-regulated, meaning well-trained, or functioning properly, when they wrote this. The founders are known for their love of government involvement and regulation.
